In 1974, he graduated from the Polytechnic Institute in Chişinău, and in 1985 from the High Party School of Leningrad (today Saint Petersburg), Russia. He worked as an engineer at the Constructions Enterprise Briceni (1976-1978); Head of Department for Industrial and Constructions Development, Second Secretary of the District Committee of the Communist Party of Moldova in Briceni (1978-1983); Chairman of the District Executive Committee in Anenii Noi (1985-1987). He was Chairman of the Federation of Independent Trade Unions of the Republic of Moldova (1987-1994), Member of Parliament (1990-1994). From 9 August 1994 till 18 April 2005 Urecheanu has been the General Mayor of Chişinău Municipality.
